As mentioned this is not the Hover effect and I guess that’s why the title is “Hover effect”. To my knowledge there is no good way to solve the Hover effect on mobile, especially for buttons.

Another hover effect, like swapping an image to an alternative image (for example from a detailed view of a product to a context view of the same product) when hovering could be done automatically when scrolling over the image.
